The package of documents for obtaining a residence permit in Italy is provided only on the territory of the state to the relevant police units. The basis of an application for a residence permit is the presence of a national visa (D category according to the Schengen classification). It’s not important to enter the territory of Italy to obtain such a visa, it is enough to submit documents in the country of permanent residence.

Features of the national visa.

Unlike other categories, it is not the general Schengen agreement that determines the procedure for obtaining the permission of D category to reside in the territory of the state, but the legislation of Italy. Such a visa sets the period of stay in the state from 6 months to 2 years, depending on the purposes of receipt.

After obtaining a D visa to Italy, you must do the following:

  1. First of all, you need to come to Italy.

Attention! A separate transit visa is not required to travel on a national visa to the country through the territories of other Schengen states from April 5, 2010.

  1. Register at the territorial police station within 48 hours;
  2. Declare the intention to obtain a residence permit in the local department of the migration service of the country less than 8 days before the expiration of the visa.

Important! The purpose of obtaining a residence permit in the application should be the same as in the visa. The term "8 days before termination" means that the procedure, in accordance with the established procedure, should be started in advance by visiting the postal service. The envelope with the necessary forms and a list of applications must be filled out (with a black pen only). Next, you need to pay the fees (cash only, the total amount of 136.46 - 176.46 euros, depending on the length of stay) and get a receipt, which indicates the place, date and time of application to the LPA.

  1. Visit the migration office and do the necessary procedures (biometrics, documents compliance with requirements, etc.)
  2. Wait for the decision. If it is delayed for a period after the expiration of the visa, it can be extended on this basis.


Reasons for obtaining a primary (emergency) residence permit. Their differences.

  • temporary employment;
  • the study, treatment;
  • business;
  • financial independence;
  • family circumstances.


Each case has nuances.

Temporary employment requires a contract, which guarantees a salary of 8,000 euros per month and the presence of specialty quotas, concluded with the employer. Quotas don’t apply to high-class specialists (Blue Card EU), but the minimum salary is higher, from 12,000 euros.

For study or treatment, documents confirming admission to an educational institution or an invitation to a clinic are required. The time of a residence permit for these reasons is not included in what is necessary for obtaining a perpetual residence permit.

To do business, you need to open your own business or buy a stake in an existing one.
To confirm financial independence, it is necessary to prove a daily income of at least 1,500 EUR (1,000 EUR for retirees).

Family circumstances can be different (marriage with an Italian citizen, family reunion, etc.). Various documents are required.
There are other reasons for a residence permit: political protection, refugee status, religious grounds, missionary work, volunteering. The issue of a residence permit is considered individually in each case.

Important! Contrary to popular belief, buying a property does not serve as a basis for obtaining a residence permit. In this case, you can only get a Schengen visa of C category.


Refusal to provide a residence permit

The Italian authorities may refuse to grant a residence permit for the following reasons:

  • not enough money to live in the country;
  • concealment of a criminal record when filing documents;
  • insignificant reason (inconsistency of the declared date: fake marriage, fake relatives, etc.).

Attention! Lack of knowledge of the Italian language can’t be an obstacle for obtaining a residence permit. The language test is required only for those who apply for permanent residence.
